If you can't get her to a vet right away make sure you bathe her with a very soft soap. When a dog's skin is irritated like that the usual dog shampoo hurts and causes them to wine. I'd even recommend getting johnsons baby shampoo and get a skin ointment at a local pet store until you can get her to a vet somewhere.
