I can't change anything on my Xbox Live account?

Whenever I go to my account management and try to go to something, like my billing information, it says that xbox live can not connect and I should try again later. Then gives me a status code for each individual section (Billing info., Change Windows Live ID, etc.) However, whenever I try and do this to my other accounts, it's fine. So what's going on??
