I have a Shih Tzu & she bit my bottom lip when we were playing. It's really swolllen right now. Is it normal?

She has also lost a lot of hair. The previous owner told me it was normal for her to do that to grow a new coat. Is that true? She also itches a lot and I'm really worried about her.
