Trouble with trimming my shih tzu's face?

Hello, we have a 10 week old shih tzu puppy. His face is in great need of trimming. I bought a $200 trimmer to shave him when he is older and a pair of scissors. I just wanted to trim his face with the scissors. I didnt even get out the shaver. He was TERRIBLE! He squirmed and screamed bloody murder. I know the neighbors thought I was killing him! My question is, is this normal behavior for this young of a puppy? Will he get better or should I just return the shaver and pay to have him groomed in the future? Also, what do I do about his face for now? I dont want to pay $25 for a facial trim. I grew up with shih tzus and my mom always shaved them. They never acted like this. I am really hoping its just the age. Advice please!
