Help with Shih Tzu grooming?

That kind of condition is , in my opinion, animal abuse. I have groomed for 30 years and have seen what matts can do to a dog's skin. We have had dogs brought in by owners that have been reported to the humane society and been forced to get them groomed because of neglecting the grooming. Explain to them that the dog will suffer greatly in the summer because of the matts and that they will eventually cause lesions on his skin. Trust me, I have seen it all...
