1 month old shih tzu?

I agree to a certain extent with the previous answers. I also wanted to say that this puppy should not be in public until a vet says that it is fully vaccinated (around 16 weeks). Our family did foster a 4 week old puppy and he ended up being a good dog, but it is not normal for a dog to already be in a home so young.
